So-Called "Partial Birth Abortion" Legislation

After four hours of debate, the Senate passed the conference report on the abortion ban legislation (the “so called” Partial Birth Abortion Ban, S 3) by a vote of 64-34 on October 21, 2003. Senator Lautenburg spoke out against the ban for ten minutes on the floor and joined Senator Corzine in voting against it. The Conference Report will now proceed to President Bush's desk for signing although there are currently no details about the timing on the signing of this legislation.
However, as soon as the bill is signed into law, Planned Parenthood and many other groups will seek a temporary restraining order and a preliminary injunction to prevent the Act from taking effect.

CARE Act Introduced in Congress

N.J. Senator Jon Corzine introduced to the United States Senate the Compassionate Assistance for Rape Emergencies Act - or C.A.R.E. Act - on August 1, 2003. Congressmen James Greenwood (R-PA) and Steve Rothman (D-NJ) introduced identical legislation into the House of Representatives the same day. The CARE Act would require hospitals that receive federal funds to offer information about and access to emergency contraception for victims of rape.
